New Colo. oil spills found as flood delays cleanup



DENVER -- More spills were revealed Friday in a Colorado oil field swamped by floodwaters as cleanup efforts remained stalled due to high waters and regulators cautioned that more oil releases were likely to be found in coming days.

The latest spills include 2,400 gallons of oil spilled from a group of storage tanks, about 900 gallons from an oil tank that floated away and at least two others from damaged storage tanks that involved unknown volumes.

That brings the known volume of oil released since massive flooding began last week along Colorado's Front Range to at least an estimated 22,060 gallons. That's about 525 barrels.

Most of the oil releases reported to date came from storage tanks or tank farms operated by Anadarko Petroleum Co. near the South Platte River or its tributaries.

The Texas company is just one of many working in northern Colorado's booming Wattenberg oil field, raising the prospect that other companies have suffered similar problems since flooding began last week but have not yet been able to assess their damages.

An aerial survey of the flood area Thursday revealed up to two dozen overturned oil storage tanks, said officials with the Colorado Oil and Gas Conservation Commission. Releases from those tanks could not be immediately confirmed.

Also unknown yet is whether any pipelines have leaked.

With many roads in the area washed out, the spill sites remained largely inaccessible, preventing cleanup work from getting under way until water levels drop, said Anadarko spokesman John Christiansen.

"We've got a couple of amphibious vehicles and flat-bottom boats that we're using, but really until things have a chance to dry out and some of the infrastructure issues are sorted out, it's going to be difficult," Christiansen said.

A spokesman for Encana Corp. said personnel had examined the Calgary-based company's 484 oil storage tank batteries and found only two minor spills in which oil did not leave the site.

The company has said it will clean up as much spilled oil as possible. Anadarko workers earlier in the week used absorbent boom in an attempt to minimize the release from one storage tank site Milliken, but were unable to stop the oil feeding into the South Platte.

State officials say much of the oil has been carried at least some distance by floodwaters, meaning recovering it could be difficult or impossible. And wherever oil is found, regulators will face the challenge of figuring out where it came from and who should be responsible for cleaning it up.

Authorities in Weld County have said their concern over spilled oil is eclipsed by much greater volumes of sewage and other contaminants washing into local waterways.

Inspectors from the state and the U.S. Environmental Protection Agency planned further reconnaissance work over the weekend to look for additional spills. More finds were anticipated.

Besides Anadarko's storage tank spills, the state oil commission has tallied 11 minor spills. Those were described by the agency as sheens of oil coming off pieces of equipment.

ROME (Reuters) - Italy reacted with shock and outrage at the chronic bureaucratic and planning failures laid bare after severe flooding hit the northwestern city of Genoa, killing one man and leaving the streets of the medieval port city buried in mud and debris.

"The mud of Genoa, shame of a country," read the front page headline of Italy's biggest daily newspaper Corriere della Sera on Saturday after the flooding, which occurred less than three years after torrential floods in the same city killed seven people in 2011.

As heavy rain continued, civil protection authorities maintained a high alert until at least Monday but there were angry questions about how the city could be reduced to chaos, despite repeated warnings of a potential disaster.

Italy's mountainous and unstable geography has always made the country vulnerable to natural disasters from floods to landslides and earthquakes. Genoa's own position, between the sea and a ring of steep mountains, is particularly exposed to severe storms and flooding.

But administrative failures under successive governments, from unregulated building to poorly planned infrastructure and bureaucratic inertia have exacerbated the problems.

"What is really alarming is how little has been done in three years to make Genoa secure from another flooding disaster," said Francesco Vincenzi, president of ANBI, a national association representing the organizations charged with overseeing flooding and water safety issues.

Italy's deep economic crisis, which has seen public spending pared back to the bone in many areas, has made handling unexpected disasters more difficult but deeper systemic weaknesses have also been highlighted.

"The problem of water security in Italy isn't mainly to do with resources, it's about political will and bureaucracy," Vincenzi said.

Governor Claudio Burlando estimated the damage to public infrastructure at some 200 million euros ($252.52 million) and as workers and volunteers began the cleanup, Franco Gabrielli, head of the civil protection authority, warned that the problems would persist over the weekend.

"We are still in full emergency," he told a news conference. "The forecasts for the next few hours offer no relief at all for tomorrow and Monday."

He admitted that authorities had failed to predict the huge volume of rain which fell in the space of a few hours. Parts of the city saw 700 mm of rain fall in 72 hours, not far short of the average rainfall of an entire year.

But he criticized delays in reinforcing the banks of the Bisagno river, the biggest in Genoa, which burst its swollen banks late on Thursday night and said it was a "scandal" that 35 million euros set aside for the work after the 2011 floods had not been spent because of a legal dispute.

The archbishop of Genoa, Angelo Bagnasco, called for "timely and massive" action by government to resolve the crisis and prevent similar disasters in future.

"Everyone knows what their responsibilities are," he said, his clothes spattered with mud after a tour of affected areas.

"It's absurd and shameful that bureaucracy of any kind should be blocking funds which are absolutely necessary for resolving these problems," he said.

Topeka, Kansas, Urged To Remove Fluoride From Drinking Water To Protect Legislators' IQs



A Republican group in Kansas wants Topeka city officials to remove fluoride from the city's drinking water in order to preserve the intelligence of legislators in the state's capital.

Citing concerns about the chemical's impact on IQ, the Kansas Republican Assembly, a conservative group that has campaigned against fluoridation, is sending a letter to Topeka's top leaders urging that the city's fluoride pipe be shut off during the annual legislative session. A draft of the letter and the minutes of the group's January meeting where the proposal was made surfaced on the KRA's website in recent days.

After hearing the fluoride update, Brian Coss made a motion for the KRA Secretary to write a tactful letter to each Topeka City Council member, Topeka's City Manager, and Topeka Mayor Bill Bunten, asking that the fluoride valve be turned off during the legislative session to protect our legislators from potential loss of I.Q. and other negative side effects of fluoride while in Topeka. In addition to our legislators and the many others who go to Topeka during the session, Topeka residents would also benefit from the move, and the city could save a lot of money. Eric Henderson seconded the motion, and after some discussion, the 33 members present approved the motion unanimously.

Mark Gietzen, the president of the KRA, told The Huffington Post that a study from the Harvard University School of Public Health released last year confirmed the group's fears about the impacts of fluoride. The Harvard study said that children exposed to flouride had lower IQs than those not exposed to it. The report was based on studies conducted on children in China.

"They are finding that it's doing damage to children's brains and lowering IQ," Gietzen told HuffPost. "It is probably having the same effects on adults."

Critics of the Harvard report at the time pointed to other studies that show fluoride has no long-term impact on children's intelligence.

Still, the KRA has made fluoridation a key issue. Last year, the group was active in a successful campaign to defeat a referendum in Wichita to add fluoride to the city's drinking water. The group has drafted a resolution for state legislators to call on local governments in the state to remove fluoride from the water supply.

Fluoride is often added to drinking water to help fight tooth decay. Gietzen told HuffPost that while fluoride has benefits for teeth, those should be obtained through the use of the ingredient in toothpaste, not through drinking water. He pointed to toothpaste packages that warn consumers not to swallow the product. In addition to the chemical's alleged affects on IQ, Gietzen said he and his colleagues count brittle bones and prostate issues among their health concerns about fluoridation.

"Lowering IQ is a terrible thing to do to a population," Gietzen said. "I can't believe I am alone in it being an urgent thing to take care of."

He is currently working with officials in Lawrence and Salina in an effort to remove fluoride from the drinking water in those cities.

Topeka Councilman Chad Manspeaker told HuffPost that he has not yet received a letter from the KRA regarding fluoride and its alleged impact on legislators. He did say that he questions the group's decision to use scientific research in its current proposal, considering issues previously advocated by the KRA were not based in science.

Manspeaker, a leader in Kansas's liberal Democratic wing, does not believe legislators should be concerned about the effects of fluoride in Topeka's drinking water, nor is he concerned about the impact of the chemical on intelligence. But he suggested, jokingly, that the conservative KRA may disagree.

"They would likely point to me as a argument for why the water is bad," Manspeaker said, "but I've been drinking it my whole life and I'm fine."

I am at my mom's house cleaning up after her Mobile Home burnt. (a new one is now moved into place) Has anyone else had to help to clean up after a house fire? It is a tough and dirty job isn't it?



So sorry to hear that news Nunya, I knew you were visiting your mum but had no idea about the fire. :( Thankfully she is not hurt and I wish her many happy years in her new home. Just read that 90% of stuff gone too!!! There was a mobile home fire a couple months ago near where I live. It was due to an electrical fault. Luckily owners away and the fire crew were there quickly but it too had to be replaced. Your poor mum has really been through the mill especially losing her dog too. Sorry to hear all of that bad news, but happy she has a daughter like you to lean on. Hugs to you all during this horrible time :):):) Thinking of you..
